Description of Program:
The purpose of this grant is to support Alaska Mental Health Trust Authority (AMHTA) beneficiaries in maintaining homeownership or long-term rental stability. This is done by providing gap or temporary assistance in the event of a structural or major appliance breakdown that threat foreclosure or eviction or other life-changing event that threatens the beneficiary in making mortgage or rent payment.
Eligible Recipients:
The STRAP is designed to help persons with permanent physical, mental or developmental disabilities as deemed by the Alaska Mental Health Trust Authority which are defined as people with mental illness; people with developmental disabilities, people with chronic alcoholism, and people with Alzheimer's or related disorders as defined by AS47.30.056(d); AS47.30.056(e);and AS47.30.056(f).
Eligible Activities:
The STRAP was established to provide assistance for a variety of emergency services. These services include, but are not limited to major appliance repair, major structural improvements to homes, short term mortgage payments, short term rental assistance, and short term utility payments.
Funding Availability:
Approval or disapproval of any given application is subject to funds being available and if the funding request addresses the mission of the grant program. Funding may only be guaranteed when approved in written form by the SILC's Executive Director, or someone appointed to the task. Funds are dispersed on a first come, first served basis. The maximum allowable request is $3,000 per lifetime. The maximum number of applications per consumer must not exceed two (2) per calendar year, and they must not be more than once per funding fiscal quarter. Applicants are strongly encouraged to explore and document community organizations for alternative funding sources. Individuals who request funding through the Short Term Residential Assistance Program (STRAP) must have exhausted all other resources including any contributions the applicant themselves can provide. KPIL requires income verification information to determine the need for funds and may also require vendor quotes for requested funds if the request is repair or appliance purchase.
Funds may only be used for "gap" or "temporary assistance" only. The KPIL staff will do their best to ensure the STRAP applications are handled in a timely manner. If anytime you would like to check on your STRAP application, please feel free to inquire with the KPIL office on the status of your request. Modifications to the application are allowable up until fund approval.
Applicant Contribution:
The program expects each applicant to make a "personally significant" contribution to the project for each financial request made. This contribution can be financial or in-kind, meaning donated labor or materials.
Appeals Process:
Applicants may appeal any decision denying their request for assistance made by the Executive Director. The appeal must be submitted within 30 calendar days from the date of such a written decision. Appeals must be presented in writing to the Kenai Independent Living Center's, "Appeals Committee". A written decision on the appeal will be provided within 30 days.
